The growing international momentum in support of Morocco’s autonomy plan for the Moroccan Sahara was welcomed Tuesday at United Nations Headquarters by several petitioners, who stressed that the Moroccan autonomy initiative, enshrined in Security Council Resolution 2797, has been established by the Council as the reference framework for the UN-led political process.
Addressing the 4th Committee of the UN General Assembly in New York, former Peruvian Foreign Minister Miguel Angel Rodriguez Mackay said that the international community is increasingly rallying behind the autonomy plan under Moroccan sovereignty as the political solution to the regional dispute over the Moroccan Sahara.
More than two-thirds of UN member states now support this initiative, he noted, arguing that Security Council Resolution 2797 confirmed this choice by making the autonomy plan the reference framework to go forward with the political process under the exclusive auspices of the United Nations.
“More than two-thirds of the international community have agreed to support the autonomy plan under Moroccan sovereignty as the only political solution to the regional dispute over the Sahara,” Mackay noted, adding that the UN Security Council has established the plan as the reference framework for relaunching the political process aimed at defining the modalities for implementing the autonomy solution.
For her part, Portuguese legal expert Ana Roios stressed that Resolution 2797 reaffirmed the Security Council’s support for the Moroccan autonomy initiative, while calling on the parties to the regional dispute to continue discussions “on the basis of Morocco’s Autonomy Plan with a view to reaching a final and mutually acceptable political solution.”
Referring to the international backing for the initiative, Roios recalled that during the 15th EU-Morocco Association Council, “the European side welcomed the adoption of Resolution 2797 and reiterated the European Union’s commitment to supporting the United Nations framework for resolving the dispute.”
She further noted that several EU member states, including France, Germany and Finland, have expressed support for the Moroccan initiative as the basis for a just, lasting and negotiated solution.
Senegalese geopolitician Abdoul Latif Aidara, for his part, said that Resolution 2797 marked a turning point in the handling of the issue within the United Nations, noting that the “growing recognition of the Moroccanity of the Sahara,” on the one hand, and the “successive withdrawals of recognition of the separatist entity,” on the other, reflect a profound reconfiguration of international positions.
The petitioner stressed that the autonomy plan put forward by the Kingdom “offers a serious, credible and realistic basis for achieving a definitive settlement of the regional dispute and for promoting stability, integration and development throughout the Maghreb and the African continent.”
According to several speakers at the UN Committee meeting, Security Council Resolution 2797 has strongly confirmed an international trend increasingly favorable to Morocco’s autonomy plan, presented as the single pathway toward a lasting and mutually acceptable political solution to the artificial dispute over the Moroccan Sahara.
