The Presidents of the National Assembly and the Senate of the French Republic reaffirmed on Thursday in Rabat France’s clear position in support of the territorial integrity of the Kingdom of Morocco, as expressed by the President of the French Republic, Emmanuel Macron, notably in his message addressed to His Majesty King Mohammed VI on July 30, 2024, and in his address to members of the Moroccan Parliament on October 29, 2024.
This position was set out in the Final Declaration concluding the work of the 5th session of the Morocco-France Parliamentary Forum, held at the House of Representatives and co-chaired by the Speakers of the two Chambers of the Moroccan Parliament and their counterparts from the French National Assembly and Senate, with the participation of the presidents of parliamentary groups, the Foreign Affairs Committees, and the Morocco-France friendship groups in the parliaments of both countries.
In this context, the presidents of the four legislative assemblies welcomed the adoption, on October 31, 2025, of United Nations Security Council Resolution 2797 and reiterated their support for the official position of the French Republic as expressed by President Emmanuel Macron. They called on all concerned and identified parties to fully engage in the implementation of this resolution.
For their part, representatives of the Moroccan Parliament renewed their “sincere thanks to the French Republic for its clear positions in favor of the territorial integrity of the Kingdom of Morocco,” according to the Final Declaration.
Likewise, representatives of the Moroccan and French parliaments agreed to highlight the strategic opportunities offered by the Kingdom of Morocco’s Saharan regions for the implementation of forward-looking bilateral cooperation programs beneficial to both countries, in the spirit of the Enhanced Exceptional Partnership, while reaffirming their commitment to support joint initiatives and actions that may be undertaken in this regard.
They also stressed the importance of making the Saharan regions a privileged space for sectoral cooperation based on ecological transition, the sustainable development of resources, the strengthening of human capital, and the creation of opportunities for young people, through sustainable socio-economic development. They called for encouraging partnerships in the areas of water, energy, sustainable agriculture, infrastructure, training, research, and innovation, in coordination with the guidelines of the Moroccan Development Model for the Southern Provinces.
Moreover, the presidents and representatives of the Moroccan and French legislative institutions welcomed the effective and efficient cooperation and coordination between the two countries in combating terrorism and transnational organized crime, also commending the coordination between the security services of both countries in the prevention of terrorism and the dismantling of terrorist cells, based on vigilance and anticipation, and in full respect for human rights.
Regarding the Morocco-France partnership, the presidents of the four legislative assemblies considered that the “Declaration on the Enhanced Exceptional Partnership,” signed by His Majesty King Mohammed VI and President Emmanuel Macron, as well as the agreements and cooperation mechanisms between the two countries, open broader horizons for their partnership and cooperation, particularly in the economic field, notably with regard to infrastructure, green energies, and seawater desalination.
They also welcomed the determination of both countries to capitalize on the opportunities offered by their respective positions within multilateral frameworks in order to consolidate their partnerships across several shared geopolitical spaces, particularly at the Euro-African level, with the aim of achieving shared and inclusive prosperity.
On human rights, participants in the Forum welcomed the reforms undertaken by His Majesty King Mohammed VI in the area of women’s rights, expressing their support for strengthening national legislation aimed at defending parity and ensuring safe, full, equal, and meaningful access and participation of women in governance and decision-making mechanisms in both countries.
With regard to parliamentary cooperation, both parties underscored their determination to promote existing partnerships between the legislative institutions of the two countries with the objective of strengthening democratic practices, welcoming in this respect the depth and cordiality of their relations, which contribute to intensifying and enriching parliamentary diplomacy.
